When the Regional Assembly first conceived of creating the internado, they named Don Cecilio Tardío as its administrator. They decided that every family in the Cañón --not just the parent families-- should contribute Bs 5 (about $0.60 usd) per month to support Cecilio's salary and other expenses. This contribution has been a real hardship for many area families, and Cecilio has almost never been paid. He and his wife, Doña Charo (who happens to be Ernesto and Justina's oldest child) have stuck it out, partly in hopes of better days, but mostly because of their commitment and the goodness of their hearts.
